AI Countrys not building?

Just an Observation: May it be that AI countries NEVER build any facilities? They dont seem to Keep pace with Pop demands although they got the ressources for it. WAD?

They will build facilities if they have the money and resources.

If AI too began to build facilities then the game will become too slow and overloaded....

I see them build facilities ALL the time lol. Especially the USA who never stops building land fabs. I always see Germany developing its oil and military fabs too.
