How can we increase the strength/number of reserves.....

Reserves is a function of the military salary slider, and total population size. To get more reserves, pay troops better, and/or conquer more people to join the army.

You should also set your minister priority to tell him what you're trying to do. There are aspects the minister can adjust for you.
