Social assistance vs unemployment

shouldnt social assistance drop when unemployment Drops? Logically you wont pay social aid if People own their own Money?

Think of social assistance as set Government program. In other words, you the federal government is putting out block grants to the states or agencies that are below you. In the USA this is done at Government run schools across the USA. Schools must spend what they are given or the amount runs the risk of being reduced. So while this creates very poor managers of money, it does promote very good ideas on how to spend it. That of course can create some bad logic and logic after all is just someone's opinion.
