Playing as Italy and conquered Ethiopia in early 1936. I selected colony. Auto repair is enabled. It is now late 1938 and not one of the buildings in all of Ethiopia has been repaired except the hub at the capital.
Is this a bug or this WAD? If it is WAD, it doesn't make much sense.
