True, Hitler constantly reminded Mannerheim (the military leader of Finland at the time) that Finland should partake in the siege, which left a patch of land open for Russians to supply/smuggle in supplies to Leningrad. Mannerheim knew that if he partisipated or even einvaded Leningrad, then Stalin wouldn't of been so willing on suing for peace afterwords. This helped Leningrad's defence alot.

As you can see there's a railroad to Lake Ladoga, which the Finnish Army could of taken or destroyed at that time, it was used for the supply of Leningrad. This root was still dangerous for the Russians and they couldn't smuggle too much at a time since the Germans had Artillery and Air assets nearby.
