Can it be done and if yes, how?

Just fly over a land hex with your cargo plane and it will ressuply all units around that hex (hex and surroundings). You will probably need multiple runs to resupply many units.

Planes dont ressuply sea hex, only transport ship do (they can also supply nearby land hex).

edit : you will know when a plane has given all its supply by checking its specification, and when cargo is 0/xxx (xxx been initial cargo capacity filled with supplies)
