I use one or two Large Civ Cargo Ships for ship resupply. I never tried harbor to harbor.

It's a hold over from SR2020 where it offered a cheap unit to transport ground units before the merchant marine mechanism was implemented. To be honest, I rarely use any cargo ships anymore.

still you neeed ships with amhibous assault to invade enemy held land.

And well, it is realy strange that ampihibius assauld dont have ALL cargo ships - after all any civilin ship with very little modification was used for amhibius assaults, i think we need "advanced/specialized amphibious assault" tech which will unload at bigger speed/offer some fire suport when uloading etc.
