Is the rate at which stuff gets built proportional to the number of engineer units in a hex?

I think its more along the lines of Each engineer speeds up construction speed a % amount. I've built Factories in about 7 days, with a full stack of 7.

I'm pretty sure, at full (e.g., 49 engineers filling all 7 hexes), it is by a factor of 10-15x. I can build a stack of 6xIGs (180 days usually?) in a hex in less than 10 days with a full 49 group of engineers.

Be warned, that this also means a heavy drain on $$ and resources--instead of spreading out the expense over 120 or 180 days, the economy will take the hit in 12-18 days.
