The Kickstarter thread states very clearly that there will be both a steam and a non-steam version available.

We are in discussion with GoG about carrying Supreme Ruler 2020 and Supreme Ruler 2010, though I'm not sure if SR1936 will be released on GoG to begin with. But, as Balthagor mentioned, we will definitely have non-Steam sources available for those players that would prefer not to use a Steam activation.

Also, for players that contribute to our Kickstarter ( http://www.kickstarter.com/projects/151 ... ruler-1936 ), you get both a non-steam download version AND a Steam activation key. This is a special situation for the Kickstarter, when the game is released you'll need to pick one or the other.

(With the Kickstarter you also get a digital download version, non-steam, of SR2010 and SR2020).
