Imma go head and arrange a game for US players, looking to start this Friday (August 5th) at 8:15pm EST, and meet weekly. Please only signup if you know for sure that you're available to play. I will definitely be present and have a strong computer to host the session.

My suggestions for rules are.
1. 1 tech can be traded to an ally per month
2. No declaring war without a war justification.
3. If a player wants to end an alliance with you, you have to agree to dissolve it.
4. limit of 9? research facility's per nation.
5. China and the USSR can not get directly involved in the war in Korea until the USA reaches the Chinese border.
6. Balanced starting factions(ATM it is 1-5 NATO-Warsaw Pact)
Going to try to think of more.
Also lets delay the first session until next Friday.

I can agree with these that were proposed

Some are okay but like 5+ IMO is overkill

We can make rules as we play. If someone does something stupid, we can all declare war on that person or something.
We can create our in-game security council. we can vote to punish a nation for a bad behavior.

1. 1 tech can be traded to an ally per month - I definitely think tech trading has to be limited. I was thinking no tech trading between humans at all. Even one a month between human players could be a lot, and create situations where one person is researching X and Y, while the other is researching Z. That could unbalance the game and have things progressing too quickly and easily. On the other hand if anyone wants to buy or sell units that are already produced, that would be fine.
2. No declaring war without a war justification - Sounds good, I'm interested in hearing more feedback on that from everyone else first.
3. If a player wants to end an alliance with you, you have to agree to dissolve it - This may take some of the human element out of it. I think it's important to have players be cautious of the company they keep and the deals they make. Only enter an alliance with those you can fully trust. Progress and build your relationships gradually throughout the game.
