interest payments missed on no debt

so i am starting as the US in campaign mode and i tell it to raise credit rating, balanced budget and DAR for finance minister, so far i am just more of an isolationist except sending ground forces to S. Korea to make that war quick and short, well when i am building up i know my treasury will take a hit and will buy bonds at times but when i build i get a miss interest warning but my debt is 0, literally 0, how can i miss interest or debt repayment with no debt?

If you bring up diplomacy with Israel you will see that you have arrears on payments. That is considered a loan. I agree that it is poorly reported.
