building on guam

hi all, first i think guam was under developed in the game, its a major US military hub, that aside i am trying to build up military bases there, it has a sea pier and an airfield and it has a petrol plant and it says abdondended town but population is 212, it wont let me build anything on that hex or the two adjacent ones, i have given guam (which is still my colony) industrial supplies, consumer supplies, military supplies and oil and still no supply on the island, i have engineers but it wont let me even start construction on the island, i get a red circle and corners of green squares. i can build on palau near city of koror or atleast it lets me start a build but not not building i can try to send engineers there but i really want to build up guam and Micronesia as its a shorter flight to japan and south korea for my planes, any ideas?
