Not using full capacity

I am playing as Austria and I took full control of Europe and I can only use about 20/80 spaces in my land fabrications. I usually only like training one unit so I just spam the queue, but there are still alot of units left over in the queue after a few started building.

This issue has been reported previously. If you select the individual facilities you should be able to fill the remaining spaces.
