My spy did not function at all.
I cannot dispatch spy.

I reported an once similar error.
However, it was not improved with 7.3.1.
I think that this is a fatal error.

You've locked your spies by sending out the RoE that locks them from minister control. Turn off initiative instead of locking the units or lock only the units you need locked, not everything.
