I was playing with Taiwan. During Sino-Indian War Chine anex İndia. I attacked chine and anex it. So how can I release İndia now? Is it possible maybe cheat or doing something on save files maybe?

correct. You can only release colonies (requires update 3 beta or later)

Can you add in the ability to annex a colony without having to free them and then attack them?

Unlikely. There should be lots of consequences for just taking it, something that would be very hard to model.
