Garrison units stop shooting back in 7.2.59 Tester

I was playing japan and watch China, S Korea and France shooting each other. At first all garrison units do their job fine but after sometime pass (around 1-2 years). All China, S Korea and France garrison stop shooting. they just standstill and getting kill without fight back. >.>"

I have no clue what happen though. some of them even stand in the same hex and they just watch each other. >.>

If the market is dry or they are out of money it could be they have no military goods. I'll take a look.
