Air AI Issue

It seems that the AI doesn't use my strategic bombers at all, I looked though all 100 or so that were deployed they all had zero kills and I have yet to see the AI use them. I've been at war awhile as the allies took out most of Russia then declared war on me as china when they were close enough and i've pushed them more then half the way back. Not sure if that's the intend way for air to work but figured i'd point it out.

Yes AI does not use strategic units. I search if this can be modded, giving to them abilities of other types of units. For example, giving to artillery the ability to capture land seems to make howitsers to attack, not only defend.
