Is my game broken?

Ok when I play as Germany my country is great,until one day somethings just stopped. My research is stuck on waiting for a research slot. I have 36 slots and only 1 thing I'm reseaarching and it's stuck on queue. I also produce tanks. The tanks are now stuck on 17 days. I observed it over 10 days and it's still stuck on 17 days. Any idea whats wrong? Thanks for your help...

I'm sure this is not the case but things tend to get stuck like that when you are out of money...
