War Justification

I'm trying to get a high war justification percentage against Greece, playing as Albania. I need help because its only at 12%.
-Placed a army of troops on each hex that borders Greece
-Cut all diplomatic ties
-Sabotaged every village they have(never caught me yet)
-I'm trying to research a spy plane, but I can't find one yet(can anyone provide a list of spy planes).

-Can anyone find a way to alter the value using Artmoney or cheat engine?
