Facility completed message never received

Only get the on map block w/ message, never on the panel to the right. It says it's a "high" priority, but they don't come up even when set to receive all priorities. Also tried resetting "blocked" messages, even though I've never blocked any. Only the construction started messages appear.

Noticed this many times, finally remembered to post it here, hadn't seen it mentioned, though I could have easily missed it. Definitely miss not getting them.

IIRC this is done on purpose. Messages can be set in the news items to appear on the map, in the alerts or both. You could mod this.
