Spy cannot use/save date upload/please check

If anyone is still having this problem, then I think I have found the root of the problem.
It seems, that spies are under the control of the defense minister, and if you have turned minister control of units off, he can't send them.

So to get spies working again, turn minister control on in the global RoE.
Just remember to turn initiative for units off, or you'll be rescuing out of fuel naval units from the middle of the ocean soon enough!

related to locking defense ministers out as previously posted. So there is that simple work around until this is addressed.

My spies didnt work either after building an academy. I made sure my minister was in control of my units.
What helped me was I deactivated my intelligence academy and activated it again. My spies disappeared for one day and returned. I was able to assign new missions for my spies.
