Space race prerequisite fullfillment

As I finished researching satellites and fill the other requirements for the first milestone in the space race, I do not get a milestone for it. It worked before in the same game before however, until that save got corrupted and I had to revert to an earlier one, now it suddenly does not trigger a milestone anymore. I was playing China.
