Allaince offered even though we already have it

Ive been allied with western germany from almost the very start,yet they just offered me an alliance deal,which i accepted just in case,only to then be told it failed because they didnt have the requirement on their end.....

Is it a two-way alliance? Or just one side with the acceptance?
I remember in SR2020 that you could offer one way deals and be accepted (aka, you offer free-trade without asking for the same in return), but the AI would only ask for two-ways when offering down the road, but because a 1-way was already in effect, it would fail
