Clever Rebellion

Im France, just started the game. I overran and took over North Vietnam. However I noticed a little while later there where some Vietcong or Vietnmin that popped up in central vietnam. I ordered a few foreign legion units to go in and wipe them out. Sadly however I couldnt enter there territory so I checked if I was at war, and I was given the option to declare war on them. I didnt because I had no justification, but I was sad because now theres a little communist vietnam within vietnam and I cant do a thing about it or else Russia and possibly China will come to their aid. Is this a bug? Shouldnt I be able to crush guerrillas when they pop up.

You say you "took over". Did you declare war on North Vietnam? Who owned the hex where these spawned?
