Tech level & re-searchable units with no prereqs

It looks to me that the issue with the re-searchable hi-tech units at the start has to do with the engine not taking into consideration the current tech level of the region to filter out any unit above that tech level.

If you read the other thread, you'd see that there is no tech level for regions anymore. It's an internal value now.

tech level doesn't matter anymore its all based on tech prereqs now. But this issue is a problem.. see the unit errata thread (seems they skipped all the Anti Aircraft design prereqs lol) 8O
