Is it possible to have all Nations start off with very basic techs and unit designs?
Maybe only Infantry and Calvary?

I imagine that Fistalis, Number47, Ruges or one of the other guys who do modding will respond shortly and give you the specifics. But based on what I know about the game I suspect the answer to your question would be: Yes. If you haven't yet found the SupremeWiki pages on modding you'll be wanting to readup on those first I reckon!

In the .CPV file every region has a line "&®IONTECHS" where you specify what techs are known to that country and "&®IONUNITDESIGNS" where you specify which unit designs are know to that country. So yes, it would be pretty easy to do.

find/replace. very easy to wipe the slate clean if that is what you want.
