expected if some sort of fashion with the new construction buildings, as a station on the water, farms on the water, are marked in red in the water area, or on the water production plant right on the water, and also the normal hydro power plant which is constructed not only marked with a red and on the rivers and how it all wrong.

Not sure, if i understood your message correctly but you ask about the ressources at sea I think, no?
Yes I have seen some agriculture, ore or water resources at sea, I think its just placement bugs. Ignore it.
