Well, that was a bust. Whole World run by dictators seems to be even more peacefull then run by democracy. Meh. I'm really disappointed into them. Dictators aren't what they used to be, I guess. It was like I was running game on medium volatility.
I'll return governments to default and only make Texas, California and Illinois into dictatorships.

It has to be a regional/continental setting that is somehow hard coded. That may explain why wars break out in Asia and Russia, but not really elsewhere, and nothing in the Americas.

Well, changing them into dictatorship didn't work. I'm trying to start few scripted wars in NA see, if that gets things moving. 3 years into game, nothing so far but I'll keep playing to see if anything happens later. That is, if Ukraine doesn't destroy me.

I've been playing one NA country (Arkansas) over and over. No matter how aggressive I become, nothing happens. The others will sign mutual def, etc. with each other (making it tough at times) but they never DoW me.
I do wonder if the most recent patch (ver 3) has anything to do with it. Before, I'd at least get a Mexican-Texas or Mex-Calif war.

Finally some good news. I managed to make Texas go on DoW spree. I increased amount of units they start with a lot, and soon enough they started tons of wars. I'll try to double starting units for whole NA and see if this produces early wars while maintaining same relative balance of strength in NA.

Did anyone ever figure out what was causing the weird unit spam in the Shattered World scenario? I tend to get it after a bit (a couple of hours)--units (mostly naval but sometimes random land units as well) that appear but don't really exist. Massively slows down the game.

This is the "dupe" bug that BG tried to squash. Fisty--have you done anymore work with this to find out why N America tends not to go to war with each other?
Also, I'm still getting the "ghost units" bug after playing a while. Ever figure out what causes it?

Ok, I think I managed to do some progress with that NA problem. Basically, I doubled the amount of units Texas, California and Illinois have and as a result both California and Texas DOW happily on their neighbors. I can't make Illinois DOW anyone without scripting it though. I also made Texas red sphere leader and California and Illinois strong red sphere leaning (-0.99) to prevent them DOW each other and increasing their chances of survival. If not, California and Texas DOW each other and usually end up being eliminated in first few years of the game returning NA back to the state of idleness.
There is another problem in scenario, although it seems to be related to game itself more then scenario - if enough years have passed ALL of the nations will start leaning to blue sphere. Actually after 7 or more years whole world was in blue sphere and even red sphere leader will start leaning to blue over time. This also prevents any wars since same sphere regions don't seem to DOW each other. The solution I used in my games was to make blue sphere leader a region that tends to get killed off very fast, like Hong Kong or Belarus. Another solution, although I didn't try that one yet, is to have an event where a blue sphere region will surrender to another region at the start of the game. For example, have Greenland as a blue leader nation and have it surrender to Denmark at the start of the game. It should eliminate blue sphere leader from the game and fix the problem with whole world going blue problem as well.
Also, I noticed that there are some problems on the map itself, some parts of it are UN territory. I fixed that for myself. The problem is that CW map has some differences in loyalties compared to original 2020 SW map. Specifically, Andorra is 'independent' nation in CW and needs to be included in cvp file and grouped with Barcelona to remove that 3 hex UN territory patch in Spain. Also, Georgia Republic needs to be grouped with South Ossetia and Abkhazia which also need to be included in cvp file.
Here is a snip of the file with required regions to make the map whole:

Yeah, I noticed that as well Uriens (diff in loyalties between 2020 and CW).
I have found one fun thing with NA. NA countries, at normal settings, will happily sign alliances with each other. Makes it pretty tough as a human vs AI player. Just try playing Arkansas, invading Missouri, and finding out they have 12 allies...all of whom intervene.
