The mod works correctly, however I noticed that both Xinxiang (North of Tibet) is loyal to China, and so is Tibet. The regions, while being being part of China proper should not be loyal to the state, but to themselves (China should still control them directly however).
Also, some minor loyalty issues in Georgia SSR: Astrabak & South Osstetia are loyal to themselves and not USSR.
IF you are using the mod's specific to 1949, the observation is very correct. As regards Tibet, the CIA was supporting a rebellion
against Chinese (Peking - as it was then in Wade Giles Mandarin transliteration) effort to re-assert its authority over the region in the wake of the ongoing Chinese Civil War with Kuomintang (KMT).
Xinxiang was less 'wayward' at the time....while the Ughers (pronounced "wee-gers") were never happy the Han Chinese rule, there were no outright rebellions (as in Tibet) during the 1949-50s period.
