Destroying the TRP command unit

I'm playing a "Capture" scenario. The TRP command unit is one tough unit. I was wondering if it is possible to destroy it with a nuke. If so will the region automatically be conquered or does it have to be a ground unit that destroys the TRP command unit?

I've set the nuclear weapons penalty to low. I want to conquer China as fast as possible. What if I nuke it before it develops its own nukes?

Best way to kill it is to push it out of the capital (close combat area) then surround it. I never tried nukes but IIRC it is NBC protected so you would probably need 2 or more nukes to kill it.
