What does this type of unit do? Are they purely combatants or do they have other capabilities that normal infantry unit types don't have?

They can be used to demo and be used for bridging.

Biggest use by players is probably used in construction. Just set them in the same or adjacent hex to get your construction bonus.

Depends how fast you want things done...and can you aford it since they use additional money and ind goods.
