I've been wanting to ask this but keep forgetting What is the purpose of these red circles that kind of look like cross hairs? are they hotspots or something else?
They don't seem to do much, but they appear all the time. I looked on the wiki but there were no pics so I'm not sure they're HS's or not.

They are hotspots the AI has designated. Shows you what the AI is going to try and do.

OK, but whose going do what tho? For example, Nicaragua is an Allie of mine and I have troops there. Neither of us are at war, so is it a potential enemy or civil unrest or neither?
