Water Reclamation

How does water reclamation work (in the game) and where should I put such a plant as the game does not highlight the hexes to show which places are more suitable?

SR1936 shouldn't have water as a resource; it was replaced with rubber, which was deemed more important then water. They might have artificial rubber plants, though I haven't gotten that far in the tech tree.

In the rest of the series, water reclamation creates water using electricity that has a higher production cost. The positive is that you don't need any water resources for it as they can be placed anywhere on land where it behaves like a normal factory.
