Fortifications increase the defensive value of the hex (hotkey T) and make the hex close combat/low visibility it if is not already.

So let's say I'm playing as Spain. I am at war with Portugal and France is hostile so I build fortifications along the border with France. France declares war while my troops are busy fighting Portugal. Would the fortifications be able to delay the French advance whilst I am still busy fighting Portugal?

I could put several garrisons in all of the fortifications I guess that would keep them busy....

Fortifications act like multipliers for dug-in units. Infantry and anti-tank in particular benefit from them. For extra effectiveness, dig in a supply truck, AA unit, and one or more artillery in the hex "behind" the fort, and watch the enemy lose a lot of units trying to dig you out.
