Means you have a long term agreement to either give or receive military goods every so often. And either you don't have the goods to ship or the person who is supposed to ship them to you dont have them to ship to you.. depends on the message.

What Fistalis said. As you mentioned in different thread, you are playing USSR. In the beggining of the campaign, you are providing military goods to N. Vietnam (and possibly others, I can't remember) and you obviously don't have the amount you are supposed to send to them. The deal is supposed to last until you deliever the agreed amount (not sure, but you can probably cancel the deal if it bothers you much) which can be checked in the existing treaties section in diplomacy screen.
