Ally units stay on my faciliticies for long time

Why my ally's units come and stay for long time on a facility?

For example i am ally with israel and some untis of it come and stay on my oil complexes etc.

They think your hex is not protected enough just bring few of your units to that spot and they will leave but probably return when you withdraw them again

AI shoul'd know better when to move and when not to move....
