I set my minister to take out loans because my country is running in the red. I have let almost 4 months play out, while my country was in the red, and I have yet to see any loans taken out.

Can anyone explain this?

what country are you playing? Underdeveloped countries have dificult time getting loans...

Well there is a mod somewhere that adds manual bond controls, now if I can just remember which one it is and where to find it.

Outside of that you gotta leave it up to your minister, and he likely wont take out bonds unless you're low on cash.
