i looked for this searched etc but found no definitive answer
if i build say a oil well in a colony of mine that becomes their oil well? and they get resources from it or do I?
also I built some oil wells in one of my colonies but its not building its just sat there totally un-started supply seems good?

Colonies give you their excess. Let's say that your colony has a shortage of 40,000 bbl/yr, and you build them oil wells capable of 600,000 bbl/yr. They would then give you 560,000 bbl/yr of oil.
In order to complete the oil wells, the colony must have sufficient cash and industrial goods (though if you give them enough cash, they can/will buy the industrial goods off the market if they are available.) so give them plenty of cash if you are planning on developing them. I am unaware if your engineers can help them speed construction, as I have never tried.

engineers was the first thing i tried to i will leave them there see if it makes any difference

As long as they have the cash and indutrial goods your engineers will help speed up construction.
