Is it possible to arrange a mass immigration? I am playing as Colombia and i just got Brazil to sign a opem boarders/labor pact. How do i take advantage of this to get the most immigrants from them? my unemployement is like 1.3% lol.

I cranked up family subs in budget, anything else i can do to encourage immigrants?

Increase social services across the board. If you have a high family subisdary, make sure you have a high healthcare so that only a few of them die (while many are born).

Also try to rapidly crank up your GDP/population happiness. A while back I was doing something similar with the USSR and I found that as my GDP increased so did immigration.

Ya..it's already been said...increasing your social services is how you do it. As Afghanistan I changed my Immigration and emigration from the starting 19,000 and 22,000 (I think that's what it starts around...Afghanistan literally starts with 0 social spending) to over 30,000 immigrating and only 4,000 emigrating. Because I industrialized the country so much in just 3 years unemployment dropped below 2% so I needed a quick population boost...I managed to sign the free labor movement pact with Pakistan, but I'm not sure how much that affected my flow...sadly all the other countries, except for Iran, are under Soviet control and they don't like me, so I can't get labor from them..
