Is it possible to make the AI build train tracks?

or at least make it so AI units don't go on paths that will make then run out of supplies and get stuck. Because i hate seeing cluster ****s of units in the middle of waste lands. The worst is where Kazakhstan, China, India, Tibet, are. There units constantly get suck and the AI sends even more units to get suck.......
