I have a few ideas:

1. Be able to bribe countries into going to war with another country. Civilization has the concept down perfectly
2. Sounds crazy, but here it goes. Instead of NATO vs Warsaw Pact, maybe create your own competing pact..
3. Have a way to ask a country to become your colony/annex without going to war with them.
4. Be able to purchase UN controlled sea resources. I hate having a costal country with tons of oil near my shore line but UN controls it.

Since this has turned into a wish list.
Move more stuff to the front end so I can mod it :D

False flag attacks.
an event to change loyalty of a hex.
and event to colonize a nation.
split natural gas and petrol into separate resources.
physical shipping rather than a world market. I want to be able to deprive my enemies of goods.
(I could go on forever but i'll leave it at this. From a modders perspective there are ALOT of things that could be done  )

You wouldn't even need physical shipping. If you block a countires sea port or roads it would prevent shippment. I think adding physical shipment would be horrible just because it would slow the game down to a screeching halt.

You mean like the ones that direct where units move to when they leave garrison? Cuz i think those are already in the game.

this is what i would like to see in a expansion:
1.The Vietnam war to be fought like it did with no territory this is why the nourth always sems to lose.
2.The ability to but land hexes i hate having all but one or two resources and there right across the border.
3.pycological warfare.

Actually yes waypoints, something we have been asking for a while (I think i remember chris saynig he wanted these but werent a high enough prioriy for the others) so we cuold plan bombing routes that go around an enemy concetration and what not.

Yes or impose exclusive economic zones a la Canada's 200-mile limit

yes or for routing merchant marine units through pre-swept safe shipping lanes as opposed to the wild unknown of fletchers and gearings

-A world unit market that I suggested somewhere. It would be a place where when you sold units, it would put them up for sale (so no instant cash for them) and then anyone could make you an offer for them via a diplomatic offer.

-Licence production of unit designs from other countries (like in HOI3)

-Buying military production from other nations. I.e I want to build up my miltary but don't have too many fabs, but I have lots of cash, I could perhaps get the US to build them for me for a price. aka i give them money to build some units for me.
