Yes, I know that (ref: 2020). What I meant to say was "will SRCW go through the same level of patching and finishing that 2020 did" before a new game is developed. The final version of 2020 is really a great game.

Sounds cool. I have to admit, it would be neat to start with one city (not a state or region, but a single city), a couple of units, and that is it.

Technically it already has, just not in as many increments. The change log for Update 3 alone has >150 lines. The change logs for all updates to the SR2020 core game (excluding Gold/Global Crisis) was ~150 lines in total. SR2020 development time went longer because there was an expansion pack.
