Maximize offer

I have not managed to get the "maximize offer" button on the diplomatic negotiations screen to do anything even once. The "match offer" button works nicely and even refuses to output anything if the other side is not interested at all in the trade, byt maximizing seems to do nothing.

The target region needs to have money if you're trying to maximize their side. I've gotten it to work in many cases.
