This effect already exists
yes but as Zuikaku says once the nation itself falls there are no guerrillas or partisans. Tell that to la Resistance or the home army. :D

Which brings up another subject... how bout them governments in exile? Give us those and the ability for guerillas to pop up as long as THEY still exist and we have what you call progress.

And not just that. Guerillas should spawn in non loyal hexes if DAR drops under certain level. If DAR drops critically low, guerillas should spawn even in loyal hexes.

Example: Turkey and Kurdish rebels.

Hex loyalty exist. Use it! It shoul'd influence diplomacy, domestic policies and rebels/guerillas. Hex loyalty really got great potential, do not leave this potential gem unused like in previous titles!
Please teach AI to liberate and colonize instead of only annexing!
