We'll Spanish is my first language and I can tell you that there is a good reason because you haven't seen a number written like that! Perhaps it is some sort of local slang...

It should be either "un mil ochocientos" (an abbreviate form: "mil ochocientos" could be acceptable but I wouldn't use it to write a check )

or 1.800,00 (Yes comma is used as the decimal point is Spanish)

The text I quoted on my previous post states that it does have separated facilities for women.
