Military Aid from the Blocs to Developing Countries

Hi, I wonder how would the developers planned to deal with military aid. While SR2020-GC does allow military trade/aid, I opined that a more sophisticated military aid system is needed. The two blocs delivered MASSIVE amount of military aid, at almost no financial cost to the receipent, to the developing countries in order to induce membership in respective blocs. Many countries maintained a blotted military that's simply not sustainable by their own economy.

Given the effect of military aid to proxy wars and regional in/stability, what is the plan to simulate this in SR:CW?
