I just started playing the WWIII scenario as Italy and it looks like a great new addition.
1 question though, I keep getting messages saying that numerous other nations have power shortages e.g japan, france
As the AI doesn't build new facilities, how will these nations ever meet their power needs?
Are they capable of taking any action to accomplish this?

AI shortage

The AI's are not very smart about turning up production efficiencies. Unfortunately they aren't very smart about turning up infrastructure investment either which also helps turn up production efficiencies. Neither are the AI's smart enough to research conservation or power production upgrades. Getting the AI's to upgrade existing production facilities, like say one a month of each type would go a long way to helping make up AI production shortages. Getting the AI's to do better in these areas would make them better opponents.
