A bug with the river to the far north east. The real river is 1-2 hexes NE of the displayed river (on the map, not real life). So a truck was able to cross the visual river (ID'd as forest) but unable to cross the actual river (displayed as forest?) ... upgrade 3 installed.

I think I know what you mean, I'll review the river placement in that scenario. Thanks for the info.
