January 2-5 - Minister conference held in Caracas focuses on long-term, annual planning and what to do about continuing support for Colombian-based insurgents. Several groups have camps on the Venezuelan side of the border. While our relations with Colombian government are respectable and not deteriorating, we are anxious to gain control of Colombia. The Colombian's continue to claim large tracks of land inside Venezuela, including the Mariciabo peninsula (...well ok, we also claim the large chunks of inland lands inside Colombia ), while we wish to settle
existing land disputes in our favour.

The Minister's agreed that we should expand our relations into Central Asia as well, including Kazakhstan, while continuing the policy of making Allies of all the Caribbean states and Central America.

Our industrial expansion will continue, with an emphasis on: Electric Power (meeting only @ 60-65% of demand, with some daily imports); Consumer Goods (continue 1 or 2-days supply); with a continued policy of exporting Oil for monies, and will begin heavier exports of Industrial Goods and
open up Military Goods for sale for the first time....we have several years supply of both and can lessen oil exports by exporting Indr. Gds and MilGds to continue social obligations, military expansion, etc.

Military expansion will focus on heavy unit construction and long-term naval and aircraft unit types.
This policy is adopted because if we are to prepare for War in 2023 (as tentatively authorized by the Minister's meeting), building Infantry units types now only draws from available Manpower resources and makes our effort to keep 'above 2%' unemployment possible. Cabinet Minister's meeting has given autorization to increase DEFCON anytime after June 1st, and at increments of One Level every 2-months if required. War autorization has been given approval between Jan 1 and Feb 1st, 2023.

Defense Minister's meeting: several priorities and new unit construction plans were decided upon
during extensive three-day conference of military head's of the army, navy and air forces. These
included:
Ground - 2 x Leopard 2A5 MBT, 2 x SA-4 Ganef long-range SAM; 1 x 130-mm M1992 SPG;
2 x Engineer (needed to speed ongoing industrial projects); second 9K58 Smerch MRL;
2 x 122-mm 2S1 SPG
Naval: second C.F. Adams (DDG-2) missile destroyer; third and fourth PC - ASW ships;
second Frosch-II LSM; 1 x Type 041 Yuan SS; 1 x Towada (AOR-422) mid-sized refueling ship.
Air: second S-2T Turbo Tracker ASW; 1 x Yak-44 AWACS; second Mig-25P Foxbat-A interceptor.

Note: SA-4 Ganef SAMs continue to be built because of their long-range; closer to decision date to
go to war, will begin MIM-23/HAWK SAM as point-defense SAM system, along with MANPADS/
shoulder-fired SAM units - but not until late in the current year.

MONGOLIA DECLARES WAR ON CHINA !

Good grief, was it the AS.355 Twin Squirrel helicopter design sale that embolded the Mongolians to take on China ? Well, of course, they did it successfully once before...but this is 2022.

China responded with a multi-tank thrust - comprising 2 x ZTZ-69-II (105-mm gun), 4 ZTZ-59, 1 x ZTS-62 (85-mm gun) light tank north of HohHot, destroying one Mongolian T-72 that came venturing down the road and crossed the border!

Mongolia failed to reinforce this meager offensive action from several supporting units that could have participated, based up the road at Ulan Baatar (Ulanbathor), or with the Mig-17F Fresco-C that as based on airfield half-way between Ulan Baatar and Chinese border....several MT-LB, Light Infantry units could have accompanied the T-72 and made real fight of it.

19 - Goods-Consumer Mid begun at Valera city. Despite having improved our unemployment numbers, this
is an essential manufacturing need, as we are barely providing one-day reserve of Demanded goods.
As we move closer to the day of war, we must not have a shortage here and it will also provide us
with a highly desirable export to earn funds, preferring to sell consumer goods rather than Military
or Industrial good, or Oil.

Foreign War News -
Several small engagements ocurred east of Nerchinsk in wooded areas of eastern Mongolia, as Chinese
single units moved across border areas; one fight involved a Mongolian BRDM-3 vs a Chinese BMP-3 in
heavily wooded terrain. Ultimately, the Chinese BMP unit got the upper hand. Mongolian air force Su-34
Flanker and a Mi-35 Hind-E helicopter gunship were based at nearby Nerchinsk - but did not fly in support !

Minister's Council Meeting - Chief of the military services and Defense Minister, accompanied later by the President of Venezuela, confered over a two-day conference and determinned that war could begin with Colombia between Jan. 1st and Feb. 1st, next year (2023). This approval from the Cabinet Minister's, therefore calls for several military steps involving military production to be undertaken, as well as in the economy. Petroleum sales will be reduced, a new Oil & Gas Field facility will be built, two Ground/Land Fabrication plants now closed will be re-opened and units built; Naval Fabrication (Shipyard) No. 3 will be re-opened for production of new PTG craft,
and a further one (or two) Ground/Land Fabrication plants will be built (first at San Fernando de Apure military complex in central zone). A priority list for new industrial and civilian project was also compiled (classified!).
