 Post subject: Oil drilling in ocean

Hello!
I am beginner and do not find a possibility to set up oil production in the ocean, while there are other player doing it and there are resource fields indicated.


On land are resource fields I can not build anything on. Not only oil. Why?

You should be able to within your countries borders, not out the middle of the seas though.
